DICT studying possible Telegram ban in the Philippines

The Department of Information and Communications Technology is studying the possibility of banning Telegram in the Philippines over concerns that the platform is being used to spread pornography and facilitate illegal gambling operations.

Why It Matters: Telegram is widely used in the Philippines for communication, online communities, and even business transactions. A potential ban could affect a large number of users and raise broader issues about digital regulation and platform accountability.

In a report by DZRH, DICT Secretary Henry Aguda said some operators have allegedly shifted their activities to Telegram, where pornographic links and materials are reportedly being circulated. He also noted that the agency has had difficulty coordinating with the platform’s management to address these concerns and enforce local regulations.

According to the DZRH report, the DICT is particularly concerned about online sexual abuse and exploitation of children, as well as illegal gambling and financial scams that may be operating through private groups and channels. The agency is also monitoring the spread of deepfake content and other harmful materials on messaging platforms.

Aguda warned that platforms that fail to act on illegal content, especially those involving child exploitation, could face blocking measures in the country. The DICT is now assessing its legal and technical options as discussions continue.
