Why It Matters: The talks came amid earlier statements from authorities about possible actions against platforms that fail to address illegal activities. The agreement signals that Telegram will cooperate with Philippine regulators instead of facing potential access restrictions.

The development follows discussions between government officials and Telegram representatives, including Ronak Singh and Abhimanyu Yadav, according to an advisory released on February 27, 2026.

Under the agreement, Telegram committed to a 24/7 helpdesk response to ensure faster action on reports involving illegal content. Authorities said this would allow quicker coordination when flagged material involves crimes.

The platform also agreed to provide regular monthly reports to the DICT and CICC. These reports will include updates on takedowns and other relevant enforcement metrics.

In addition, Telegram committed to a strict zero tolerance policy against Online Sexual Abuse and Exploitation of Children, illegal gambling, and other abusive online activities.

Officials said the agreement aligns with the directive of President Ferdinand R. Marcos Jr. to clean up the digital space and strengthen protections for Filipinos online.

The DICT encouraged the public to report suspected violations and illegal online activities through its official email address at [email protected].

Will this agreement be enough to address concerns about illegal activities on messaging platforms in the country?
