Toshiba Corporation is set to expand its hard disk drive (HDD) production capacity in the Philippines through a multi-billion-peso investment over the next three years, a move expected to create around 3,000 jobs and strengthen the country’s role in the global technology supply chain.

Why it matters: The Philippines has been part of Toshiba’s HDD manufacturing operations for more than three decades. The planned expansion could bring more production capacity, jobs, and higher-value electronics manufacturing to the country as demand for data storage grows alongside artificial intelligence, cloud computing, and data centers.
The details: Finance Secretary and investment czar Frederick D. Go met with Toshiba Corporation officials led by Chief Operating Officer and Senior Executive Vice President Koji Ikeya to discuss the company’s plans to expand nearline hard disk drive (NL-HDD) production in the Philippines.
NL-HDDs are high-capacity storage drives used in applications such as data centers, where large volumes of data need to be stored and accessed. Demand for these drives is increasing as cloud computing, artificial intelligence, digital services, and other data-intensive technologies continue to expand.
The Department of Finance did not disclose the exact value of the investment, describing it as a multi-billion-peso investment that will be made over the next three years. The expansion is expected to generate around 3,000 jobs.
The investment builds on Toshiba’s existing manufacturing operations in Laguna. Toshiba Information Equipment (Philippines), Inc. (TIP) operates two major manufacturing facilities in the province, with sites at Laguna Technopark and Carmelray Industrial Park 1 in Calamba.
Toshiba has been operating in the Philippines for more than 30 years. TIP was established at Laguna Technopark in 1995 and began operations in 1996.
Its Philippine operations currently cover the manufacturing and assembly of hard disk drives, enterprise solid-state drives, and advanced helium-filled HDDs. The company also handles engineering and design services, rework, and printed circuit board assembly.
The planned expansion is expected to further increase the Philippines’ role in Toshiba’s global HDD manufacturing operations.
The bigger picture: The investment comes as data centers require increasingly large amounts of storage. AI systems, cloud services, enterprise applications, video, and other digital workloads are generating and retaining more data, increasing demand for high-capacity storage infrastructure.
For Toshiba, expanding production in the Philippines provides additional capacity for its global HDD business. For the country, the investment provides an opportunity to deepen its participation in the electronics and data-storage supply chain.
The expansion could also support the development of local suppliers and technical capabilities as more advanced manufacturing activities are carried out in the country.
Between the lines: While AI development is often associated with processors and accelerators, storage is another important part of the infrastructure required to operate large-scale AI and cloud systems.
Data centers need storage for datasets, applications, backups, models, and other information. Nearline HDDs can provide the high-capacity storage needed for these workloads, making them part of the infrastructure supporting the broader growth of digital services.
Toshiba’s continued investment also shows how the Philippines’ existing electronics manufacturing base can support additional technology-related production. Rather than establishing a new operation from scratch, Toshiba is expanding an established manufacturing presence and workforce.
For Filipinos: The planned investment is expected to create around 3,000 jobs, while the expansion of Toshiba’s operations could also generate opportunities for local suppliers, engineers, technicians, and other workers supporting the electronics manufacturing industry.
Toshiba’s long-standing operations in Laguna provide an existing base for developing these capabilities. Its Philippine facilities already manufacture storage products and perform engineering and other technical activities for its global business.
Frederick Go said the government sees Toshiba’s planned expansion as an opportunity to strengthen the country’s industrial base, develop an electronics and technology ecosystem, and create quality jobs for Filipinos.
Representatives from the Philippine Economic Zone Authority also assured Toshiba of the government’s support in facilitating the investment and maintaining an environment conducive to long-term manufacturing operations.
What’s next: Toshiba plans to increase its nearline HDD production capacity in the Philippines over the next three years. The expansion will build on the company’s existing facilities and workforce in Laguna while supporting its global HDD business.
The company is also expected to deepen local supply-chain linkages and develop Filipino talent as its Philippine operations expand.
The Bottom Line: Toshiba is planning a multi-billion-peso expansion of its Philippine HDD manufacturing operations over the next three years, with around 3,000 jobs expected to be created. The investment will increase nearline HDD production for data center applications and further establish the Philippines as an important part of Toshiba’s global technology manufacturing network.
