CICC blocks Discord, apologizes to affected users as agency awaits platform commitments

The Cybercrime Investigation and Coordinating Center (CICC) has moved to block Discord in the Philippines after the platform failed to provide the concrete commitments the agency was seeking, while acknowledging that the move has affected Filipinos who use the platform for work, school, business, and other forms of communication. “We do apologize sa mga affected,” Macalma said, adding that the CICC is aware that users may have lost access to important communications or other activities because of the block.

The agency maintains that its priority is the safety of individuals, particularly children and schools, amid concerns about people potentially copying school shooting incidents.

The bigger picture: The block follows the CICC’s 24-hour directive requiring Discord and Reddit to establish a local presence or face possible restrictions in the Philippines.

The two platforms were asked to designate a local representative and establish mechanisms that would allow Philippine authorities to coordinate directly with them over online safety concerns.

Reddit and Discord both responded to the government, but the CICC subsequently distinguished the two responses.

Reddit was granted an extension after its representatives met with the CICC and discussed concrete plans for establishing a Philippine office and a team to coordinate with the agency. Reddit also proposed creating “green lanes” for faster coordination on potentially harmful content and activities.

Discord, meanwhile, was not granted the same extension. The CICC said Discord’s response offered to brief the agency on its existing safety measures but did not commit to the specific measures being requested, including local representation and a direct coordination mechanism.

Between the lines: Macalma said the CICC is now actively cooperating with Reddit and that the two sides have established a “green lane,” along with other discussions that she described as confidential.

She did not disclose the full details of those discussions.The arrangement is intended to provide a direct channel between Reddit and Philippine authorities for matters that the government considers urgent or potentially harmful.

The development also creates a clear contrast between Reddit and Discord’s current situations. Reddit has been given additional time to work with the CICC after presenting concrete commitments, while Discord remains subject to the block until the agency receives what it considers a sufficient response.

For Filipinos: The CICC’s decision has consequences beyond gaming. Discord communities are used for classes, study groups, workplaces, businesses, customer communities, gaming, content creation, and personal communication. A platform restriction therefore affects users who may have no connection to the safety concerns cited by the government.

Macalma acknowledged this broader use of Discord and apologized to affected users, but maintained that the CICC’s immediate priority is safety. The agency also said the block is not necessarily permanent.

What’s next: According to Macalma, the CICC will eventually unblock Discord once the company provides concrete commitments addressing the agency’s requirements.

“We’ll wait until they committed something that at least naman for our safety, for the children’s safety, for the school’s safety, and for everybody’s sanity na rin sa mga ganitong nangyayari,” she said.

For now, Discord remains the subject of the CICC’s restrictions while discussions between the government and the platform remain unresolved.

Meanwhile, Reddit is continuing its discussions with the CICC under the new cooperation framework, including the “green lane” and other confidential arrangements.
