BSP, PPMI launch Direct Debit PH, InstaPay Cash-In, and InstaPay for Business

The Bangko Sentral ng Pilipinas (BSP) and Philippine Payments Management, Inc. (PPMI) have launched three new digital payment initiatives aimed at making payments more accessible, convenient, and interoperable for Filipinos.

Unveiled during a ceremony at the BSP Head Office on July 29, the new services include Direct Debit PH, InstaPay Cash-In, and InstaPay for Business. The launch was held under the event theme “ONE: One Philippines. One Payment Experience.,” highlighting the shared goal of improving the country’s digital payments ecosystem.

Why it matters: The new payment services expand how consumers and businesses can move money digitally while supporting the BSP’s efforts to improve financial inclusion and strengthen the country’s interoperable payment ecosystem.

The details: The three newly launched services are designed to address different payment needs for consumers and businesses.

  • Direct Debit PH allows customers to authorize accredited billers, including utility companies, insurance providers, lenders, and subscription service providers, to automatically collect payments from their linked bank accounts or e-wallets on scheduled due dates. The service aims to reduce missed payments while eliminating the need to manually settle recurring bills every month.
  • InstaPay Cash-In introduces an interoperable Request for Funds feature that allows a user to request money from another person. Once the request is received, the sender can authorize the transfer directly from their participating bank account or e-wallet. Both users complete the transaction using their respective financial institution’s platform.
  • Meanwhile, InstaPay for Business increases the maximum transfer limit for registered businesses by ten times, raising the cap from PHP 50,000 to PHP 500,000 per transaction. The higher limit is expected to support larger supplier payments, collections, payroll disbursements, and other high-value business transactions.

During the event presentation, BSP and PPMI noted that many businesses continue to face slow, fragmented, and limited fund disbursement options, making it difficult to send higher-value payments instantly across different financial institutions. InstaPay for Business is designed to address these challenges by providing real-time transfers, interoperability across participating banks and e-wallets, and secure payment processing.

BSP Governor Eli M. Remolona Jr. said the initiatives are expected to encourage wider adoption of digital payments.

“Interoperability and lower fees do more than lift transactions. They bring in more people. This is what financial inclusion looks like. More Filipinos sending and receiving money digitally. More Filipinos making the network stronger for everyone already on it.”

BSP Deputy Governor Mamerto E. Tangonan said the launch reinforces the central bank’s commitment to building a payment system that serves every Filipino and every Filipino business through the National Retail Payment System Framework.

“This launch reaffirms the BSP’s commitment to build a payment system for every Filipino, and every Filipino business, no exceptions. This started with the National Retail Payment System Framework, which is the blueprint for a safer, faster, and more reliable and interoperable payment system.”

The bigger picture: BSP also reminded the public about changes made to the country’s QR payment ecosystem.

Beginning in 2024, the original QR Ph system was split into two payment services. QR Ph now refers specifically to person-to-merchant (P2M) payments, where merchants shoulder the transaction fees. Meanwhile, InstaPay QR is used for person-to-person (P2P) fund transfers, which may be subject to fees depending on the participating financial institution and the account used for the transaction.

The event, held as part of the BSP’s 33rd anniversary month-long celebration, gathered stakeholders from the Philippine payments industry to showcase the latest developments in the country’s interoperable payment infrastructure.

For Filipinos: The newly launched services are expected to simplify everyday digital payments. Consumers can automate recurring bill payments through Direct Debit PH instead of manually paying every due date. InstaPay Cash-In also provides a more convenient way to request money from family members, friends, or customers across participating banks and e-wallets.

For businesses, the increased PHP 500,000 transfer limit removes one of the previous limitations of InstaPay, enabling larger real-time supplier payments, payroll disbursements, and collections through participating financial institutions.

What’s next: Participating banks, electronic money issuers, and payment service providers are expected to gradually roll out support for the new services through their respective applications and digital banking platforms. Availability may vary depending on each institution’s implementation schedule.
